POSITION REQUIREMENTS:

A Bachelor's Degree in Business, Contracting, Finance or related field is preferred.

If a candidate does not have a degree, he or she should have a certification as a Contract Management professional. Professional certification through NCMA (CFCM or CPCM) or equivalent in preferred or the ability to obtain a certification within the first three year of employment. At least five (5) years government contract management experience is required to include a working knowledge of FAR/DFAR requirements and contract law. The position requires a combination of contract/subcontract management knowledge and administration ability, customer focus, and strong people skills. Experience managing Government aircraft maintenance contracts is desirable. Must be eligible for a secret government clearance.



POSITION SUMMARY:

Responsible for planning and administering sound, effective, and fully compliant contract. Acts as the Company's focal point for day-to-day contact to include subcontracts and contract financing. Responsible for knowing all contractual requirements, monitoring contract funds status, coordinating the preparation of contract reports, Contract Data Requirement List (CDRL) items, billing documents, and advising the Program Managers on contractual rights, risks, obligations and opportunities for enhanced performance. Works cooperatively and jointly to provide quality, seamless customer service to both internal and external customers. Serves as the direct liaison to the Government Procuring Contracting Officer (PCO), Administrative Contracting Officer (ACO), and Contracting Officer Representatives (CORs) for all government contract and related funding matters. Supervises performance of Contract Account Specialist.



ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Contracts:



  • Process and maintain incoming/outgoing contract and subcontract documents, CDRLs, reports, billing requests and correspondence.
  • Review contract documents for contract terms and conditions, and provide guidance and direction to the DHC-7 Program Manager and functional leads regarding requirements, terms, changes and potential conflicts. Ensure procedures to process Over & Above Work Requests are established, understood and followed.
  • Serve as company empowered official for ITAR/Export control matters. Attend contract Program Management Reviews (PMRs) and brief customer senior leadership on all matters related to contract performance.
  • Negotiate contract terms/conditions with government contracting officers.
  • Develop competitive and non-competitive proposals in support of current and future government contracts.
  • Maintain past performance information for development of new business proposals.


Subcontracts:



  • Draft and issue subcontract RFPs/RFQs for major subcontracts in support of company prime contracts.
  • Negotiate terms/conditions with major subcontractors.
  • Develop subcontract documents to include terms/conditions, subcontract line items (SLINs), non-disclosure agreements, teaming agreements, performance work statements, and subcontract data requirements lists (SDRLs).
  • Monitor and track subcontract compliance, reports, and invoices. Receive and maintain subcontract files to support compliant administration.
  • Receive and maintain subcontract files to support compliant administration.
  • Review performance of subcontractors on an annual basis and document past performance.


Records:



  • Maintain up-to-date files and archives of contracts and subcontracts and related documents.
  • Update files accurately and timely to facilitate reliance and use by others.


Contract Financing:



  • Supervise preparation and submittal of timely, accurate, and complete billings based on contract terms.
  • Review contracts and subcontracts to ensure use of proper billing rates.
  • Initiate timely action to update billing rates as appropriate and ensure submittal of prior year overhead rate packages.
  • Review all contract billings prior to submittal to the Government Wide Area Work Flow system.
  • Follow-up as appropriate on submitted billing documents to ensure receipt by the Government and timely payment.
  • Maintain accurate Contract Funds Status Reports.
  • Assist company controller with contract revenue projects


Audits:



  • Act as focal point for all external DDCAA and DCMA contract audits.
  • Coordinate responses, dialog, and action plans related to audits and/or inquiries related to the contracts.


Supports:



  • Assists in Business Development to help bring in new business.
  • Assists with preparation and writing of business proposals.

Qualifications

  • Highly motivated, self-starter with a proven ability to work in a team environment.
  • Strong oral and verbal communication skills to effectively and efficiently obtain and relay information to others in person, by phone, by e-mail and most importantly in writing. Must have ability to write clear, concise reports, business correspondence and procedures. Must also be able to prepare and present effective briefings and respond to questions from critical audience members.
  • Flexibility to change gears and re-prioritize tasks under pressure.
  • Read, identify, and comprehend specific contract language in order to provide compliant interpretations of contract requirements. Knowledge of FAR, DFARS, FAA regulations necessary and a plus.
  • Ability to build and maintain a positive rapport with internal and external customers.
  • Must be highly detail oriented.
  • Effectively schedule, communicate, and meet agreed upon deadlines.
  • Use discretion when dealing with company-sensitive and/or confidential information.
  • Professionally communicate with internal and external customers at all levels.



LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.



REASONING ABILITY:

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.



COMPUTER SKILLS:

Microsoft Office, Management Information software, Excel spreadsheets, internet software, and e-mail/Microsoft Outlook.

  • Current driver's license required.
