Under general direction of the Executive Associate Vice Chancellor for Research (EAVCR) and in consultation with the UC Davis Institutional Official for animal care and use (the Vice Chancellor for Research), the Executive Director of Institutional Animal Care and Use Committee (IACUC) Administration provides administrative and programmatic support to the faculty based, federally mandated IACUC and the highly specialized professional staff supporting this committee. The Executive Director is accountable for all IACUC Administration functions associated with the most complex animal care program affiliated with an institution of higher education in the United States. The Executive Director possesses the appropriate expertise and the highest level of accountability to achieve broadly stated goals through team of professional staff, retaining overall responsibility for IACUC Administration operations, support of IACUC functions, and the delegation of duties and supervision of those providing these services. Manages IACUC resources. Determines objectives, work plans, strategies and policies, and manages program risk. Accountable for implementing systems and procedures, maintaining protocol submission records, preparing compliance and audit reports for internal and external stakeholders, and compiling financial analyses and business cases for budgetary purposes. Develops and maintains appropriate standard operating procedures that reflect current best practices and trends. Conducts continuous process improvement related to animal care and use. Has primary responsibility to represent IACUC Administration interests across departmental units and through UC system-wide working groups. Routinely attend regional and national conferences as the primary UC Davis IACUC Administration representative. Accountable for supporting the IACUC to manage VMTH clinical trials in consultation with the Clinical Trial Review Board, and is responsible for developing, implementing, and maintaining required animal care training programs. Serves as a organizational authority and an informational resource on issues regarding the care and use of research and teaching animals. Collaborate with the EAVCR and AVC for Animal Care to convene regular meetings with cross-divisional Senior and Executive Campus Administrators through the Animal Care Leadership Team (ACLT) Task Force. Leads the administrative team that is accountable for ensuring IACUC directives, policies, and procedures assure researchers comply with laws and regulations regarding animals used for research, testing, and/or teaching including leading confidential inquiries and/or investigations related to allegations of protocol violations in consultation with the Executive Associate Vice Chancellor for Research, Campus Veterinarian, Chief Compliance Officer, Campus Counsel, Academic Affairs, and other relevant leaders/offices. Serves as the primary point of contact for complex and time sensitive public records requests related to the care and use of animals in consultation with the EAVCR, Campus Veterinarian, Campus Counsel, Strategic Communications, and other stakeholders. Manages critical communications to internal and external constituents. In consultation with the Associate Vice Chancellor for the Animal Care Program/Attending Veterinarian, the Executive Associate Vice Chancellor for Research, and/or the IO, provides the direction, analytical skills, knowledge, and continuity required for the IACUC to fulfill its federally mandated responsibilities and for UC Davis to maintain UCOP mandated AALAC International accreditation. Leads UC Davis AALAC accreditation efforts of a broad range of constituents. Serves as the primary IACUC liaison and University contact for USDA Animal Welfare, Federal and State inspectors during campus visits and AALAC site visits; Veterans' Affairs, and campus CDFW Research Restricted Species Permit holder. Serves on system- and-campus-wide compliance and ethics committees and advisory groups as needed. Collaborates/leads initiatives involving Senior Managers and Directors from the Office of Research, Campus Veterinary Services, Environmental Health and Safety, Emergency Management, Risk Management, Occupational Health, Office of General Counsel, and other campus entities to meet campus and system-wide objectives. Department Overview Oversight of animal care and use at UC Davis is provided by the Institutional Animal Care and Use Committee (IACUC). This faculty-based committee's activities are mandated by the federal USDA- APHIS Animal Welfare Act (AWA) and the Public Health Service (PHS) Policy. The UC Davis IACUC is an approximate 25 member faculty based committee reporting directly to the Vice Chancellor for Research (VCR), who serves as the Institutional Official (IO)for UC Davis. The IACUC is charged by federal law and policy with ensuring that all aspects of the care and use of animals in research, teaching and testing at UC Davis comply with all applicable laws, regulations, and policies. IACUC decisions are binding and may not be overruled by the campus administration. The IACUC is assisted in carrying out their responsibilities by the IACUC Administration. The IACUC Administration professional staff also serve the campus by assisting investigators in maintaining compliance with all relevant state and federal policies, and facilitating animal research and teaching. The operational budget for the IACUC office is approx. $1,800,000. POSITION INFORMATION
