Job Title:Safety Analyst (NWS 00891)

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any requiredphysical, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-daydirectionsfrom technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The N Program within the Global Security (GS) Directorate has an opening for a Safety Analyst to support the Health & Safety (H&S) Program of NNSA's NA-243 Nuclear Materials Verification (NMV) mission and radiation standards development support for the Department of Homeland Security. The selected candidate will assist the NMV H&S Team Leads evaluate radiological and other industrial safety conditions in foreign nuclear facilities and recommend protective measures or remedial actions to mitigate risks to team members' health and safety during verification campaigns. The successful candidate will also contribute to the development and periodic revision of national (Institute of Electrical and Electronics Engineers - IEEE) and international (International Electrotechnical Commission - IEC) standards for radiation protection instrumentation.
This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.
Essential Duties
- Provide scientific and technical direction to the NMV team of H&S experts including periodic specific training on NMV H&S equipment and development of procedures.
- Assist in prioritizing joint domestic and international H&S training activities and long-range deployment readiness targets.
- Assist in maintaining and updating NMV H&S Plan including its annexes and attachments.
- Participate in NMV H&S Team planning meetings and assist in organizing the annual H&S Team specific meeting.
- Research and recommend specific H&S instruments uniquely suited to the NMV mission and deployment environment.
- Transfer knowledge and experience in calibration, operational testing, assembly, packing of H&S equipment.
- Transfer knowledge of export control and shipping documentation for H&S equipment.
- Assist in the organization of NMV instrumentation storage and staging facilities at SNL including the calibration records system. Requires travel to Sandia National Laboratory (SNL) and/or DC Headquarters.
- Coordinate the transfer of NMV external and internal dosimetry services for all NMV teams to LANL
- Provide expertise to the IAEA Radiation Safety Standards Committee (RASSC) Requires travel to IAEA (Vienna, Austria).
- Provide expertise to the International Electrotechnical Commission (IEC) standards for radiation protection instrumentation (IEC Subcommittee 45B) and participate in working groups.
- Participate in the Institute of Electrical and Electronics Engineers (IEEE) Technical Committee 45 "Radiation and Nuclear Instrumentation and Systems".
- Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
- Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
- PhD degree in physics or a related field, or an equivalent combination of education and related experience.
- Significant experience with radiation detection and protection equipment, such as instruments used for radiation and contamination surveys, and active and passive radiation dosimetry.
- Ability to work independently to solve complex problems and propose solutions.
- Ability to interpret and implement administrative procedures and processes.
- Effective interpersonal, verbal and written communication skills.
Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.
Anticipated Government Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
