The successful candidate should have working knowledge of managing and administering all security aspects for multiple programs, including implementing physical, program, facility, and information security requirements to ensure compliance with ICDs, 32 Code of Federal Regulation Part 117, NISPOM, and an understanding of NIST Risk Management Framework (RMF). Knowledge of processing personnel clearances, employee briefings, visit requests, ensuring the appropriate storage, marking, safeguarding, and disclosure requirements for the protection of classified information, physical security to include SCIF monitoring and to provide a wide variety of administrative and clerical duties. Experience with Defense Counterintelligence and Security Agency (DCSA) and their review process and FSO Toolkit is a must have.
Assistant Facility Security Officer (AFSO) duties include but are not limited to the following:
- Assist FSO with overall security program
- Process new employee security clearances
- Assist the FSO in the creation, management, and presentation of security training
- Track security clearance investigations and perform administrative support functions to include eQIP administration in the Defense Information System for Security (DISS)
- Provide security briefings, debriefings, and awareness training for all personnel
- Create/Process SCI Nomination packages with customer
- Processing outgoing visit requests and certifications using DISS
- Review the details and requirements issued in formal DD254 contracts
- Process and screen of security forms (SF86) of various background investigations, and associated paperwork for accuracy
- Perform additional duties and responsibilities as needed.
- Implement security policy and direction consistent with the Company and Government regulations
- Provide answers/analyses to address questions and concerns from every level in the company
- Maintain the security database of classified holdings
Qualifications
Technical Knowledge/Skills/Abilities Required
- Knowledgeable of 32 Code of Federal Regulation Part 117, NISPOM
- Completion of all Defense Counterintelligence and Security Agency FSO training requirements (possessing/non-possessing)
- Current experience working with government information systems of record and a general understanding of personnel security investigation requirements is required.
- Integrity and a professional manner are required
- Possess a high degree of organizational and communications skills, both written and verbal.
- Must be able to work independently and irregular hours, if required
- Ability to conduct investigations objectively and professionally regarding sensitive issues and violations of written policies; make recommendations for disciplinary guidance as needed.
- Fully competent in using various software tools packages such as Microsoft PowerPoint, Excel, Word
- Strong procedural documentation skills are required
- Must be a self-starter who is organized, detail oriented and can handle multiple tasks at the same time
- Must possess a current Secret security clearance
- Three to five years' experience as a security professional, experience using DISS, Secure Web Fingerprint Transmission (SWFT) and other government systems a must have
