Position Title: Human Resources Specialist - HRIS and Communications Department: Human Resources Reports To: Executive Director of Human Resources or Designee Position Type: Non-Represented Hourly - 12 Month Full Time Position Summary The Human Resources Specialist provides technical, administrative, communication, and employee support services within the Human Resources Department. This position is designed as an entry-level professional role for an individual beginning a career in human resources. The position supports the effective operation of HR systems, employee data management, HR communications, employee-facing resources, and process support. The Human Resources Specialist serves as an HR navigator for employees by helping them access information, understand procedures, and connect with the appropriate HR staff or resources. The position requires strong attention to detail, excellent communication skills, discretion, initiative, technology proficiency, and a commitment to providing responsive, employee-centered service in a diverse school district environment. Required Qualifications * Bachelor's degree in Human Resources, Business Administration, Public Administration, Communications, Education, Organizational Leadership, or a closely related field. * Strong technology skills and ability to learn and manage HRIS and related employee management systems. Preferred Qualifications * Experience working in a school district, public sector, nonprofit, or human resources setting. * Coursework or internship experience in human resources, employment law, organizational communication, organizational leadership, data management, or public administration. Other Skills * Demonstrated ability to accurately enter, maintain, review, and organize data. * Excellent written and verbal communication skills. * Ability to prepare clear, employee-friendly written materials. * Ability to maintain confidentiality and handle sensitive employee information with discretion. * Strong organizational skills and attention to detail. * Ability to take initiative, manage multiple tasks, meet deadlines, and follow through on assignments. * Ability to provide professional, courteous, and responsive service to employees and stakeholders. * Ability to present information clearly to individuals and groups. * Commitment to equity, inclusion, and culturally responsive service in a diverse school district environment. Essential Duties and Responsibilities HRIS and Employee Data Management * Maintains and manages employee records in the district's Human Resources Information System. * Sets up new employees in the HRIS employee management system, ensuring accurate and timely entry of required employee information. * Processes employee changes in the HRIS system, including position changes, assignment changes, supervisor changes, work location changes, status changes, and other employment updates. * Reviews employee data for accuracy, completeness, and consistency. * Assists with HRIS workflows, reports, data audits, and system improvements. * Works collaboratively with Payroll, Business Services, Technology Services, and other departments to support accurate employee records and efficient workflow between systems. * Maintains confidentiality of employee records and data in accordance with district policy and applicable state and federal laws. Employee Support and HR Navigation * Serves as a first point of contact and HR navigator for employee questions regarding HR processes, forms, systems, procedures, and resources. * Responds to employee inquiries in a professional, timely, and service-oriented manner. * Helps employees locate appropriate HR information and understand next steps in HR processes. * Refers complex, sensitive, or policy-specific questions to the appropriate HR administrator or specialist. * Supports a positive employee experience by providing clear, accurate, and accessible information. Human Resources Communications and Employee Resources * Prepares employee-friendly written communications to support understanding of HR processes, procedures, timelines, and compliance requirements. * Develops plain-language guides, reminders, FAQs, checklists, and other HR resources for employees and supervisors. * Assists with internal communication campaigns related to benefits, onboarding, leave procedures, licensure, employee deadlines, compliance requirements, and other HR matters. * Creates communication materials that are accurate, accessible, culturally responsive, and aligned with district standards. HR Website and Digital Content Management * Manages and maintains the Human Resources Department website. * Ensures that HR website content is current, accurate, organized, accessible, and useful to employees, applicants, supervisors, and other stakeholders. * Develops the HR website as an effective communication and support tool for HR information, forms, procedures, timelines, and employee resources. * Collaborates with HR staff to identify content needs and improve the usability of online HR resources. * Updates digital materials, links, forms, and resources in a timely manner. Training and Internal Employee Education * Prepares short informational training videos and other digital learning tools to help employees understand HR procedures and processes. * Assists in developing training materials for employee self-service systems, onboarding processes, leave procedures, benefits processes, licensure requirements, and other HR topics. * Presents information to small or large groups of employees, supervisors, or new hires as assigned. * Uses clear, practical, and employee-centered communication to support compliance and understanding. Internal Marketing, Employee Engagement, and Retention Support * Creates internal marketing materials to support employee satisfaction, engagement, belonging, and retention. * Assists with employee recognition, recruitment, onboarding, retention, and culture-building communications. * Supports HR initiatives designed to strengthen employee connection to the district and improve the employee experience. * Helps promote district values, HR services, and employee resources through newsletters, website content, digital communications, and other platforms. General HR Department Support * Provides administrative and project support for HR initiatives, processes, and department operations. * Assists with onboarding, employee records, compliance tracking, reporting, and other HR functions as assigned. * Maintains organized records, files, databases, and digital resources. * Participates in HR process improvement efforts and recommends ways to improve efficiency, communication, and employee support. * Performs other duties as assigned. Working Conditions Work is performed primarily in an office setting. The position requires regular use of a computer, HRIS systems, digital communication tools, and standard office equipment. The position involves frequent interaction with employees, supervisors, administrators, and other departments. The work requires attention to detail, confidentiality, and the ability to manage multiple priorities in a deadline-driven environment. Physical Requirements This position requires the ability to sit for extended periods of time, use a computer and standard office equipment, communicate verbally and in writing, and occasionally lift or carry office materials.
