Job Summary

This position reports directly to the Maintenance Planning Manager and is responsible for the oversight to ensure alignment of administrative processes, systems, and staff with organizational priorities, operational and regulatory compliance across the healthcare facilities. Oversee the Computerized Maintenance Management System (CMMS) to ensure accuracy, completeness, compliance, and ensure effective management of work orders, preventive maintenance schedules. Partner with POM departmental leaders to optimize system utilization of All aspects of the data to ensure effective and efficient Facilities operations to support both Plant Operations & Maintenance and Clinical Engineering.

The incumbent serves as a key program resource for compliance and accreditation activities, including The Joint Commission readiness, state regulatory requirements, departmental policies, and internal operational standards. This position works collaboratively with leadership, regulatory agencies, internal and external departments, PO&M Superintendents, Shops, and other stakeholders to ensure programs, processes, documentation, and systems support ongoing compliance and operational effectiveness.

The role requires independent judgment, advanced analytical skills, and the ability to evaluate complex information, identify process or compliance gaps, develop recommendations, and support the implementation of program improvements. The incumbent also supports the oversight and functionality of CMMS-related processes, departmental workflows, policy systems, and compliance documentation to ensure alignment with UC Davis Health and PO&M objectives.

Work is performed with a high degree of independence under the general direction of PO&M leadership. The position requires initiative, discretion, strong communication skills, and the ability to coordinate complex regulatory, accreditation, policy, and operational activities across multiple functional areas.

  • Bachelor's Degree or equivalent experience
  • Three years experience providing analytical, program, administrative, or operational support in a healthcare, facilities, clinical engineering, regulatory compliance, accreditation, or similar complex environment.
  • Advanced knowledge of regulatory compliance, accreditation readiness, policy administration, and program coordination in a healthcare, facilities, plant operations, or clinical engineering environment.
  • Thorough knowledge of The Joint Commission standards, state regulatory requirements, UC Davis Health policies, departmental procedures, and compliance documentation practices.
  • Advanced analytical and problem-solving skills to evaluate complex regulatory, operational, policy, and system-related issues; identify gaps; assess alternatives; and develop sound recommendations.
  • Strong ability to interpret, monitor, analyze, and apply policies, procedures, regulations, accreditation standards, and operational requirements to support compliance and program effectiveness.
  • Advanced project and program management skills to coordinate multiple compliance, accreditation, policy, CMMS, and operational initiatives with competing deadlines and changing priorities.
  • Demonstrated ability to work independently, exercise sound judgment, and make decisions within established policies, procedures, and departmental objectives.
  • Strong communication and interpersonal skills to collaborate effectively with leadership, regulatory agencies, internal and external departments, Superintendents, Shops, vendors, and other stakeholders.
  • Ability to develop, review, edit, and maintain policies, procedures, position statements, training materials, troubleshooting guides, reports, and compliance-related documentation.
  • Knowledge of computerized maintenance management systems, asset management systems, data reporting tools, and workflow processes used to support operational, regulatory, and compliance activities.
  • Skill in gathering, assembling, analyzing, and maintaining data related to inspections, regulatory documentation, permits, certifications, rounding processes, work orders, and program reporting.
  • Ability to prepare clear, accurate, and comprehensive materials for committee meetings, leadership review, audits, surveys, report-outs, and regulatory readiness activities.
  • Strong organizational skills with the ability to manage complex documentation, maintain accurate records, track program requirements, and ensure timely follow-through on compliance-related items.
  • Ability to identify process improvements, support implementation of program changes, and coordinate workflow improvements across multiple functional areas.
  • Demonstrated discretion and ability to maintain confidentiality when handling sensitive departmental, operational, personnel, regulatory, or compliance-related information.
  • Ability to build effective working relationships and provide consultative support to stakeholders regarding compliance, accreditation, CMMS processes, departmental policies, and operational workflows.

Preferred Qualifications

  • Advanced experience leading or supporting The Joint Commission accreditation readiness, regulatory compliance initiatives, survey preparation, and documentation management within a hospital or complex healthcare environment.
  • Knowledge of Departmental, UC Davis Health and UC Davis policies and procedures
  • Knowledge of Mechanical, Electrical, Plumbing skilled craft trades
  • Knowledge of the Joint Commission and CMMS process, concepts, systems, and techniques
  • Knowledge in promptly addressing building or equipment deficiencies.
  • Teamwork building skills.

  • Proficient utilizing software reporting tools to create dynamic reports and data queries use for daily workload statistics and management reporting to support operational and strategic decision make.

Department Overview

The Plant Operations & Maintenance (PO&M) Department is a 24-hour, seven day a week operation responsible for the operation, repair and maintenance of buildings, systems, and grounds at UC Davis Health that includes 148 acres and structures that total 4 million GMSF. Plant Operations & Maintenance is one of the largest operations and maintenance support providers to clinical, administrative, research, SOM and SON departments throughout the Health System.

The Clinical Engineering Department provides a wide scope of services, including: medical equipment planning, pre-purchase product evaluation, integration with IT systems, installation, and repair and maintenance services to the UC Davis In addition to repair and maintenance on most medical devices. Provide services to the following specialty areas: medical imaging, radiation therapy, respiratory therapy, dialysis, anesthesiology, operating room, IT integration with medical devices, and ICU equipment.

UC Davis Health is one of several UC campuses that have their own cogeneration, central power plants. Cogeneration (Combined Heat and Power or CHP) is the simultaneous production of electricity and heat, both of which are used throughout the Medical Center Campus and is supported by Plant Operations & Maintenance 24x7x365.
