Senior Budget and Evaluation Analyst

This position is restricted to current City of Minneapolis employees only.

Monitor City legislative processes and assist and make recommendations in policy development discussions with elected officials and department staff, develop financial recommendations, and briefing papers for department management and policy makers to ensure understanding of budget issues and implications.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

1. Produce and analyze the impact of budget proposals and legislative actions.
2. Create briefing papers and brief leadership in person or in writing, including department management and policy makers to ensure understanding of budget issues and financial implications.
3. Develop and conduct complex financial studies for assigned areas of responsibility, develop and present analysis and make recommendations on whether resources are used efficiently and economically in alignment with City goals.
4. Participate in business planning and develop short-term (budget cycle) and long-term financial projections in the assigned area of responsibility.
5. Collect and analyze relevant data and information on assigned projects and subject areas, prepares reports summarizing findings and presents logical and objective conclusions and alternative solutions.
6. Perform financial and statistical analysis utilizing relevant data.
7. Conduct research on project histories through the review of financial records, reports to assist assigned areas in forecasting future opportunities and needs.
8. Utilize financial systems to support departments in their initiatives.
9. Manage large amounts of financial data using the City's financial and budgeting systems.
10. Serve as a high-level knowledge resource regarding financial data and systems in the assigned area.
11. Prepare written reports summarizing findings.
12. Present logic used to determine objective conclusions as well as alternatives worthy of consideration.
13. Develop and present analysis for both short-term and long-term funding opportunities.
14. Work with leadership in assigned areas, identifying and analyzing opportunities for improvements in the deployment of budgeted resources.
15. Lead process improvement efforts as required.
16. Produce all official documents communicating the Mayor's Recommended Budget and Adopted Budget alongside of the other members of the Budget Division.
17. Assist in the production of financial reports.
18. Provide work team leadership and strategic advice to department heads and department managers with a high degree of independence and discretion.
19. Responsible for special projects in the absence of the supervisor.

Minimum Education:
Bachelor's Degree in Finance, Accounting, or related field

Minimum Experience:
Two (2) years in a public-sector environment preparing and analyzing budgets

Selection Process:
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established.

Interview Selection:
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

1. A Master's Degree in Business, Economics, Public Policy, Public Administration or closely related field is highly desirable and preferred.
2. Knowledge of public sector budgeting processes as well as operational challenges of providing a broad range of services to the public.
3. An understanding of public financing and revenue sources that exist or are potentially available to meet the resource requirement of the City.
4. Considerable knowledge of budgeting, accounting and investment principles and practices.
5. Considerable knowledge of the principles and techniques of financial analysis, including cost benefit analysis and forecasting.
6. Good knowledge of financial accounting systems and databases used in the assigned area.
7. Ability to analyze, interpret and report results of analysis.
8. Ability to present clear and concise reports, both orally and in writing.
9. Ability to establish and maintain effective working relationships at all levels in the City structure.
10. Good judgment and political sensitivity.
11. Proficiency in the use of Microsoft Office products.
