Position Description The Intelligence Analyst Supervisor provides daily management and administrative oversite of the Intelligence Analysts at the Strategic Information Center (SIC) and works as a liaison between MPD staff, other city departments, and external partners to create a streamlined workflow. Salary: The anticipated salary range for this position is $107,253.00 - $136,822.00 , depending on qualifications. Work Hours: This is an overnight position. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Generate reports, briefings, and analytical assessments to communicate intelligence to investigators, detectives, and other law enforcement agencies. Coordinate departmental duties and respond to supervisory requests. Prepare and lead weekly Intelligence Analyst Meetings, including updates, training, staff movements, project proposals, and planning. Manage daily workflow, assign projects, and oversee training for new hires in the Intelligence Unit. Review correspondence and intelligence products for quality and completeness. Maintain working knowledge of duties and responsibilities of Intelligence Analyst I and II positions. Assist in large-scale city incidents and serve as liaison during MACC setup at the Emergency Operations and Training Facility, providing technical and investigative support. Manage schedules, approve leave, address grievances, enforce time management, and provide guidance and discipline for SIC civilian employees. Act as liaison with law enforcement, court agencies, and MPD personnel; present projects at staff and community meetings. Serve as point of contact with IT and BTU to ensure proper functioning of software and applications. Develop projects requiring coordination with City enterprises and vendors, and create SOPs and training materials. Maintain and update documents on the M: drive, SharePoint, and Teams to track shared intelligence. Review and update SIC SOPs with the Commander and administration as needed. WORKING CONDITIONS: Regular Indoor Office Environment Required Qualifications MINIMUM EDUCATION: Bachelor's degree in Criminal Justice, Law Enforcement, Crime Analysis, Intelligence Analysis or an equivalent major. MINIMUM EXPERIENCE: 5+ years of progressive experience as an Intelligence Analyst with MPD or equivalent. EQUIVALENCY An equivalent combination of education and experience closely related to the duties of the position may be considered. LICENSES/CERTIFICATIONS: Driver's license without restrictions. SELECTION PROCESS The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. BACKGROUND CHECK The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. DRUG AND ALCOHOL TESTING All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. ELIGIBLE LIST STATEMENT The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire six months after it has been established. INTERVIEW SELECTION The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Comprehensive knowledge of Intelligence Analyst duties with the ability to perform and supervise administrative functions. Proficient in office software, databases, and analytical applications used in the Intelligence Unit. Skilled in training and supporting personnel in time management, critical thinking, and software/database use. Strong initiative, attention to detail, and commitment to completing assignments efficiently. Knowledge of principles, techniques, laws, policies, and trends related to intelligence in local, state, and federal investigations. Demonstrated leadership ability. Extensive training in IBM i2 Analyst Notebook, Open-Source Intelligence Analysis, Fusus Real-Time Crime Center, and CellHawk Analytics.
