Central Washington University is recruiting two Construction Project Coordinator 3 to join our Capital Planning and Projects team in Ellensburg, Washington. The Role:As a member of the Capital Planning & Projects, the Construction Project Coordinator functions as a specialist level construction coordinator responsible for the overall contract administration of assigned Capital projects including: (major capital projects, minor works, auxiliary, and some IPR (Internal Project requests) from pre-planning through project warranty. Project lead duties include: developing preliminary project budgets, providing cost engineering expertise, and monitoring project schedules. As liaison for the university, this roles serves to protect the interest of CWU in their coordination with consultants, vendors, and contractors for the university through building and verifying scopes of work, coordinating contract document development, construction bid management, contract execution (with assistance from contract specialist), site mobilization coordination, verifying conformance to scope of work, approving invoice application, change order management, and project closeout. Construction: - Oversee all construction project activity, including pre-planning project cost control, construction, and warranty to ensure contractual compliance. - Read and understand construction plans, specifications, submittals and other related documents. - Serve as the university's representative responsible for contract administration of assigned construction projects. - Serve as a liaison between university community and external contractors to minimize the impact of construction activities with normal university operations. This may include similar involvement with external groups depending on partnering relationships on specific capital projects. - Direct and monitor progress of the work to ensure compliance with university design and construction standards and specified project requirements. - Coordinate construction observations of the work by project architects and engineers, consultant inspection services, university project representatives, and code compliance officials, including the building inspector and fire marshal. - Evaluate, review and document proposed changes to the work with impacts and adjustment to contract amount and/or time. - Review invoices and applications for payment and approve or reject. - Prepare project correspondence, documentation, and project status reports. - Manage interpretation, advice concerning corrective actions, and inform Director of Capital on disputes, claims, and other differences between the university and the contractor. - Monitor day-to-day construction activities. - Ensure critical field communication or directives are backed up and supported with physically documentation whether hard copy or digital such as email. - Ensure all project communication is retained in departmental files, registries or archives as they are public record. - Provide project and contract data entry within Asset Works (AiM) management tool. - Maintain constant communication with team members, stakeholders and sponsors regarding status, communications, strategies, risks, issues and delivery dates. Facilitate communication between all stake holders of projects. Work with the Directors of maintenance to schedule supplemental labor force pursuant to the execution of departmental projects or in support of Capital projects. - Work with Campus police and parking services regarding coordination of project laydown site and contractor parking. Pre-Design/Design: - Assist building committees in the development of project programs. - Prepare cost estimates for initial capital budgeting. - Manage committees and user groups during project to ensure needs are met within established budget parameters. - Assigned authority to review and approve work performed by consultants teams to ensure compliance with university design and construction standards. - Coordinate, oversee, and review the development of architectural and engineering design and construction documents for a variety of concurrent capital projects. - Manage verification of project program requirements with design teams, oversee preparation of environmental impact statements (SEPA), establish project scopes of work and project schedules, review and evaluate construction proposals, bids, submittals, a other documents for compliance with university design and construction standards as well as budgetary limitations. - Ensure all project reviews conducted and relevant permits are obtained. - Assist in the planning of minor works projects and their execution. - Manage day-to-day consulting activities. Post Construction: - Coordinate final inspections; review and recommend project for substantial completion, final completion and final acceptance to the Director of Capital Planning. - Coordinate, direct, review and provide recommendations for updates to the design/construction standards. - Coordinate inspections and coordinate obtaining necessary approvals for building occupancy. - Oversee project closeout processes including record documents, operation and maintenance program, and project warranty. - Provides input and performs other functions in support of ongoing systems maintenance, enhancement, and other projects, including assistance with solution requests, business cases, potential building and infrastructure system failures, and project portfolio management. - Follow up with customers to assess overall satisfaction. - Perform other duties as assigned. Salary: $6,260 /month with periodic increases up to $8,421 /month Schedule/Appointment: Monday - Friday, 7:00am-3:30pm (1/2 hour lunch) / This position is expected to renew on July 1, 2025, and it is contingent upon continued project(s) fundingWorking Conditions: Work is split between indoor office setting and outdoor setting. It is essential to be able to perform periodic data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.This position may work outdoors in coordination with contractors, and at times hot/cold/noisy/dirty/wet/confined areas such as mechanical rooms, manholes and excavations, and may need to physically access work areas with the equipment and tools necessary for observation or coordination of the job. This position is considered an essential position and availability will be required to respond to University emergencies.
